Responsibility can be placed provisionally while facts are still developing. The structure begins when ownership has a location that can be compared with evidence, contribution, and impact. Placement is a map position, not proof.

Field Guidance

Healthy accountability makes responsibility specific enough to examine and revise. Responsibility Placement is different from accusation because it keeps the assignment open to evidence and proportionality.
