The pattern is not a long conversation about a genuinely complex problem. The pattern is a pattern in which conversational volume consumes time and cognitive capacity while the original settlement task remains substantially stationary.

Structural Observation

Within the Narcy Studies Lab framework, Filibuster describes a conversational saturation structure that allows discussion volume to increase without equivalent movement toward settlement. Complex disagreements can require long conversations, especially when both people are clarifying details in good faith. The structure begins when duration and verbal volume repeatedly increase while the parties cannot identify what has actually been settled. More conversation is not always more resolution.

Field Guidance

Healthy long-form discussion can periodically summarize progress, narrow remaining differences, and define what still needs attention. Filibuster is different. Once the pattern becomes visible, extended explanation, correction, branching, and semantic dispute is no longer viewed as isolated events. It becomes part of the Settlement Failure Cycle structure.
